Like so many myths or beliefs, what is simplest or easiest to do becomes the de facto standard (accepted dogma). Bike stand over hieght is almost always the first and only sizing cut at buying a bike. More important however is the top tube length of the bike. Most people and shops use the basic “LeMond” formula (0.67 x Inseam) for sizing, details from Cyclemetrics website:

The frame and seat height tables on the back of the Fit-Stik use formulas originated by engineer, Wilfried Hüggi and Greg LeMond’s cycling coach, Cyrille Guimard. I first saw the formulas in Greg’s book, Greg LeMond’s Complete Book of Bicycling, published in 1987. For a thorough discussion of the formulas, and a broad overview of fit, Greg’s book is recommended. In virtually all cases, choose the frame size that gives the best top tube length. Seat posts are far easier to adjust than stems.
